Control Devil Overview
The Control Devil, also known as the Domination Devil or the Horseman of Conquest, is one of the Four Horsemen of the Apocalypse alongside the War Devil (Yoru), the Famine Devil (Fami), and the Death Devil. In the events of Part 1, the Control Devil takes the human identity of Makima, serving as the head of Public Safety Division 4 while secretly orchestrating a complex plan to reshape reality using the Chainsaw Devil's erasure power.
The Control Devil's fundamental ability is domination: she can control any being she perceives as inferior to herself. This perception is key — she cannot control those she genuinely views as equals, which creates the central paradox of her character. She sees the Chainsaw Devil as the only being superior to her, which drives her obsessive quest to control it using Denji as the vessel. This twisted dynamic forms the emotional and philosophical core of the entire series.
Domination & Contract Network
Makima's domination ability operates through a chain of command. She can control humans, devils, fiends, and even hybrids. Those under her control retain their consciousness and abilities but are bound to her will. Notable dominated beings include the Weapon Hybrids (Katana Man, Reze, Quanxi), the Gun Devil (20% fragment), Angel Devil, and numerous Public Safety operatives. Through her contract with the Prime Minister of Japan, any fatal attack on her is transferred to a random Japanese citizen, effectively making her immortal as long as there are Japanese citizens to absorb damage.
Her control extends to sensory sharing; Makima can perceive through the eyes and ears of smaller creatures like rats and birds, creating an organic surveillance network covering all of Japan. She uses rats to listen to conversations and birds to track movements, meaning almost nothing happens in Tokyo without her knowledge.
The Four Horsemen Connection
As a Horseman Devil, the Control Devil has siblings in the War Devil (Yoru, who takes over Asa Mitaka in Part 2) and the Famine Devil (Fami). These three represent Conquest, War, and Famine respectively. The Death Devil, the fourth and strongest member, has yet to appear in the story but is referenced as the ultimate threat. Makima's desire to erase War, Hunger, and Death using the Chainsaw Devil's power is essentially a plan to eliminate her own siblings and become the sole remaining concept of the Four Horsemen.
Makima's Ultimate Plan & Downfall
Makima's true goal is to use the Chainsaw Devil to create a world without what she considers "bad movies" — war, hunger, death, and other concepts that cause human suffering. She systematically breaks Denji's spirit to force Pochita's emergence, then attempts to control the Chainsaw Devil directly. Her plan fails because she never considered Denji as a threat; her perception of inferiority toward everyone except the Chainsaw Devil becomes her fatal blind spot.
Denji defeats Makima not through superior power but by exploiting the gap between her logic and genuine human connection. Using a chainsaw made from Power's blood, he attacks her with love rather than malice, circumventing her contract with the Prime Minister (the attack isn't malicious). He then consumes her body, which prevents her from reincarnating as the Control Devil. She reincarnates instead as Nayuta, a young girl later found and raised by Denji under Kishibe's supervision, giving the Control Devil a chance at a normal childhood.
